I am an environmental and land use attorney in the Boca Raton office of Rose, Sundstrom & Bentley, LLP.  I represent clients from the public and private sectors involving issues such as:

  • Water supply permitting and water resource issues;
  • Wetland and environmental resource regulations;
  • Coastal management and construction;
  • Endangered species;
  • Sovereignty submerged lands;
  • Water and wastewater utility regulation;
  • Public-private partnerships;
  • Government procurement and bid protests;
  • State and local administrative procedures; and
  • Green building certification and sustainability.

I represent these clients before all five regional water management districts, the Florida Department of Environmental Protection, the United States Environmental Protection Agency and the United States Army Corps of Engineers.

I also have land use experience in:

  • Site planning;
  • Rezoning;
  • Comprehensive plan amendments;
  • Variances;
  • Code Enforcement;
  • Concurrency;
  • Developments of Regional Impact;
  • Plats and all forms of easements; and
  • Green certification and local government compliance.

My experience includes drafting local ordinances and resolutions to comply with recently enacted environmental regulations and growth management laws.  Annually, I track state and federal legislation on environmental, local government and growth management issues and have drafted several bills or bill revisions at the state level.

I litigate environmental and land use cases in circuit courts, district courts of appeal and the Florida Division of Administrative Hearings representing clients seeking land use and development entitlement approvals.  I have a published appellate opinion from the Florida 4th District Court of Appeal:  Bd. of Comm’ns of Jupiter Inlet District v. Thibadeau, 956 So. 2d 529 (Fla. 4th DCA 2007).

I am an active member of The Florida Bar, Environmental and Land Use Law Section, Law School Liaison Committee (2007, 2010), and the Palm Beach County Bar, Environmental and Land Use Law Committee 2010 – 2011.  I serve on the Board of the Palm Beach County Planning Congress (2010 – 2011), a regional non-profit organization focused on educating professionals on growth management and local government issues.  I am a LEED Accredited Professional by the Green Building Certification Institute and a member of the South Florida Chapter of the U.S. Green Building Council and the Florida Green Building Coalition.  I work with Legal Aid of Palm Beach County and was involved in Leadership Palm Beach County FOCUS 2005.

I frequently lecture at conferences concerning environmental and water-related topics and am the published author of “Hometown Democracy: Growth Management of the People or a Disaster Waiting to Happen?” Florida Specifier, June 2010; “Agencies Battle Over Water Quality Standards – Will Property Owners be the Real Losers?” featured in Leader – Farm Credit of South Florida, Winter 2009 issue, and “AIDS, Anthrax and Compulsory Licensing: Has the U.S. Learned Anything? A Comment on Recent Decisions on the International Intellectual Property Rights of Pharmaceutical Patents,” 9 ILSA J. INT’L & COMP. L. 185, (2002).

My prior firm experience includes Lewis, Longman & Walker, P.A., in West Palm Beach Florida, and Ruden McClosky in Fort Lauderdale, Florida.  Prior to entering law school, I worked as a civil engineer in Fort Lauderdale.

I received my bachelor of science degree in Environmental Engineering from the University of Florida and my Juris Doctor from the Shepard Broad Law Center, Nova Southeastern University.  While in law school, I was the managing editor of the ILSA Journal and International and Comparative Law.  Also, I was the administrative editor of the Moot Court Honor Society and participated in two traveling competitions, including runner-up best brief and semi-finalist at the E. Earl Zehmer Moot Court Competition.
